Position: Chief Finance Officer
Definition: Under the direct supervision of Chief Executive Officer, the Chief Finance Officer is an administrative position with the primary responsibility to manage the financial affairs of Henrietta Johnson Medical Center (HJMC), including its various programs and operating sites. This individual is directly responsible for managing the cash flow and cash transactions of the corporation; financial statement preparation and reporting, audit preparation and reporting; maximization of investments; implementing internal controls to protect the assets of the corporation; financial procedures manual documentation and modification as necessary; purchasing controls; cost accounting and financial reporting preparation for regulatory agencies; budget compilation, monitoring and reporting; grants management and maintaining all corporate financial records.

Working Conditions: This is an hourly position and the incumbent is regularly scheduled to work forty (40) hours per week, distributed over the medical center’s usual hours of operation. However, it can be anticipated that some assignments will necessitate extended hours.
HIPAA Statement: The individual will have access to the patient records. Professionalism and confidentiality must be maintained at all times.
Qualified applicants must have:
- At least a Bachelor’s degree in accounting or financial management together with an MBA or CPA, or comparable professional experience
- Proven leadership ability demonstrated by at least five years’ experience in a leadership role, preferably in a health care organization
- Must be a team player with a solid accounting background with cost accounting and cost-based reimbursement experience
- Must be knowledgeable and experienced in working with an automated accounting and reporting system (Sage preferred)
- Proficient with MicroSoft Office Suite, Expert end-user in Excel
- Must possess a high degree of integrity
- Must be a self-starter
Major Responsibilities:
- Directly supervises staff and is fully accountable for managing all financial and grants management of the organization.
- Prepares monthly financial statements and other financial related reports.
- Compiles operating budget, in the aggregate and departmentally or by program, with input from the senior management team on a no less than annual basis. Monitors and reports performance to aid in timely management decision making.
- Prepares timely cost reports and other required documents for submission to regulatory agencies after approval by CEO.
- Processes and manages cash disbursements in accordance with corporate cash disbursement protocols.
- Monitors cash flows and advises CEO appropriately.
- Maintains general ledger and other financial records in accordance with Generally Accepted Accounting Principles (GAAP).
- Ensures that on a monthly basis the billing date from the independent company reconciles to the general ledger.
- Manages the independent and in-house audit process including schedule analysis, closing the books and report preparation, both monthly and annually.
- Manages corporate purchasing system and the implementation and monitoring of purchasing procedures.
- Develops system for recording capital assets and implements procedures to ensure that they exist and are written off in accordance with GAAP.
- Maintains books and records to separately report financial activities of each segment of corporate operations, i.e. community center vs. medical center, or programmatically as necessary.
- Develops, revises and monitors written system of internal accounting controls to assure protection of assets.
- Develops written accounting procedures manual to include protocols for purchasing, cash disbursements, billing collection policies, accounts receivable management, cash receipts, expense reports, sliding fee scale determinations, etc.
- Plans, implements and monitors annual operating plan for functional units directly supervised and works with senior management to integrate plan into final operating plan document.
- Analyzes operations programmatically and determines financial feasibility of various programs, contracts, etc. and advises senior management accordingly.
